"No One Left Behind" (NOLB) represents the Scottish Government's latest policy framework and approach towards addressing employment challenges nationwide. Its primary objective is to prevent individuals encountering complex and multiple barriers from being marginalized in the workforce. The framework has been developed through dialogues with service users, providers, and strategic partners in Fife. NOLB is underpinned by a Partnership Working Agreement, embodying shared principles and aspirations for enhancing outcomes for individuals, as agreed upon by the Scottish Government and local authority partners.

The manner in which services are delivered holds equal significance to their content. The following principles have been identified as pivotal in ensuring the delivery of exemplary services:

  1. Equal and fair: Individuals accessing the service will be treated equitably, fostering feelings of respect, trust, and being heard.
  2. Strengths-based: Emphasis will be placed on assisting individuals in identifying and nurturing their own strengths, rather than solely addressing their challenges. This approach entails granting individuals responsibility and the freedom to make mistakes and take risks.
  3. Non-judgemental: Individuals should feel comfortable expressing themselves without fear of judgment. Staff members will approach interactions with humility and an open mind, seeking to understand each individual's circumstances and challenges.
  4. Discreet: Services will be provided in a manner that respects individuals' need for privacy and acknowledges the vulnerability often associated with seeking support.
  5. Collaborative: Services will collaborate to ensure individuals receive timely and comprehensive support. This collaboration may involve seamless handovers between services and clearly delineated pathways for progression and support.
  6. Time unlimited and progressive: Services will strike a balance between consistency and adaptability, offering dependable support while maintaining momentum towards improved employability at a pace tailored to each individual.
  7. Continuously improving: Services will actively seek feedback from service users, engage in reflective practices, and demonstrate a commitment to learning and adaptation.
  8. Hopeful: Services will instill hope in individuals, empowering them to articulate and pursue their aspirations. Individuals will be supported in recognizing and advancing their individual hopes, with the understanding that suitable opportunities exist for them, and that everyone is on a journey.
